Note: The FY 2021 solicitation has closed

The Residential Substance Abuse Treatment (RSAT) program encourages states to establish and maintain drug-free prisons and jails and to develop and implement specialized residential substance abuse treatment programs. Such programs should identify and provide appropriate treatment to inmates with co-occurring mental health and substance abuse disorders or challenges. RSAT program funds may be used to implement residential, jail- based, and aftercare programs.

To be eligible for funding, states must coordinate the design and implementation of the treatment programs between state correctional representatives and the state alcohol and drug abuse agency. This solicitation also requires a 25 percent cash or in-kind match.
