This report from the Vera Institute of Justice examines whether expanding access to financial aid increases incarcerated adults' participation in postsecondary educational opportunities.

In 2016, the U.S. Department of Education (ED) selected 67 colleges in 28 states. In 2020, ED expanded Second Chance Pell to include a total of 130 colleges from 42 states and Washington, DC. This report summarizes the reach of Second Chance Pell programs in the fifth year of the initiative using survey data collected from 64 of the participating colleges.
