Policy Solutions Toolkit: Reducing Structural Barriers to School and Work for People with Juvenile Records

This toolkit from The Council of State Governments Justice Center builds on their report, Reducing Structural Barriers to School and Work for People with Juvenile Records, and identifies five key areas where improvements to state policy can have the greatest impact on education and employment opportunities for people with juvenile records.

Policymakers, state leaders, advocates, and others can use the accompanying resources to evaluate their current policies in each of these areas and guide statutory reforms to limit education and employment barriers for people with juvenile records.

The toolkit provides:

• Sample legislative language—drawing on extensive research, state examples, and developmental science—that states can tailor and adopt to reduce restrictions to school and work for people with juvenile records. 
• Example statutes from select states that show how states can minimize education and employment barriers for people with past involvement in the juvenile justice system.
• Selected resources to consult for additional information on collateral consequences of a juvenile adjudication
