Fact Sheet: Process Evaluation Question Bank

Process evaluations of reentry programs serve several critical functions, such as documenting the program model, capturing how activities have been implemented, and detailing drivers of and barriers to successful implementation. Evaluators often rely on qualitative data from program staff and stakeholders to obtain this information. However, sometimes evaluators are not sure what questions to ask or how to phrase questions to gather the most useful information.  

This fact sheet from the Evaluation and Sustainability Training and Technical Assistance (ESTTA) team at RTI International and the Center for Justice Innovation (formerly the Center for Court Innovation) compiles specific question items that evaluators can incorporate into their process evaluations. It includes interview topics and question items from prior process evaluation studies, including interviewee background and program affiliation, target population, screening and assessment, case management, implementation challenges and facilitators, sustainability, and lessons learned.
