A Design for Workforce Equity

Center for American ProgressThis report from the Center for American Progress proposes building a new future-proof Workforce Equity Trust Fund (WETF) that will enshrine fundamental workforce protections into law. The major tenant of the new WETF makes job quality—not upskilling for upskilling’s sake—the driving force in anticipating the inevitable future of work. For young people entering the workforce, this means supporting strong connections to pre-apprenticeship and work-based learning opportunities in their communities. Through the WETF, the strategy for raising wages and increasing work opportunities is central to serving incumbent workers. Additionally, the WETF will ensure that approaches for improving health and well-being are incorporated into rapid reemployment strategies for dislocated workers and temporary workers in contingent employment.
